1.The necessity of the thesis
Marxism-Leninism and Ho Chi Minh’s beliefs affirm that: Revolution is
the cause of the people, all for the benefit of the people. The people are the
creators of material goods and cultural and spiritual values, the decisive factor
for the existence and social development. The people are the basic force of
every social revolution. Evaluation of the position, role and strength of the
people, from ancient times, our ancestors concluded: "the people as the root";
propelling the boat is by the people and flipping the boat is also by the people;
boat flipped shows that people are like water. To promote the great power of
the people, the feudal dynasties in Vietnam also used many means: "Drilling the
people's strength to find firm, rooting strategies"; That is the top policy to hold
the country together.
Recognizing the position, role and strength of the people in history, our
Party and President Ho Chi Minh always attach importance to and take care
of public stimulation work, having made many revolutionary movements
among the people to bring the Vietnamese revolution from one victory to
another. Nowadays, the process of comprehensive reform, accelerating
industrialization and modernization, building of a socialist rule-of-law state
of the people, by the people and for the people, developing socialist-oriented
market economy, international integration . are gaining important
achievements; but there are also many new issues that affect the thoughts and
feelings of the people. Therefore, reinforcing and renewing the Party
leadership on public stimulation activities in the new situation is to firmly
strengthen people's confidence in the Party.

INTRODUCTION

Provinces in the Central Highlands, including Gia Lai, Kon Tum, Dak
Lak, Dak Nong and Lam Dong, are strategically important areas especially
for national defense, security, economy, culture, society and the ecological
environment. In the past years, the provinces in the Central Highlands have
also been acutely aware of the location and role of public stimulation;
actively mobilizing and persuading the people to implement the Party's
directions and resolutions as well as the State's policies and laws, stabilizing
the people's life, bringing the country's economy to a good growth, building
infrastructure for educational development, health care, hunger eradication,
poverty reduction, phasing out old customs, etc; ensuring security and
defense in the area.
However, with the existing potential, advantages and the interests of
the Party and State investment, the development of the Central Highlands
provinces is not commensurate. The economy is unevenly developed,
unsustainable, traditional cultural values are changing rapidly. The status of

political security, social order and safety is complicated by hostile forces
inside and outside the country taking advantage of ethnicity, religion and
temporary difficulties to incite the people and divide the great unity of ethnic
groups in the Central Highlands. Meanwhile, some organizations still
underestimated public stimulation; The Fatherland Front and people’s
organizations have yet fully played the role in the fight to protect legitimate
interests of the people.
This situation is due to many reasons, first of all is the responsibility of
different levels of Central Highlands political system, in which the main,
direct role and responsibility from the shortcomings in leadership, direction
of public stimulation of provincial Party committees in Central Highlands -
as the political nucleus, is the highest local authority. Therefore, provincial
Party committees in Central Highlands should be more strengthened and
drastic in leading the propaganda, mobilization, persuading and gathering the
people; must renovate more strongly the contents and methods of leading
public stimulation by the provincial Party committees in the Central
Highlands.
With the above knowledge, the author selected the topic: "The
provincial Party committees in Central Highlands leading the current
phase of public stimulation" for the PhD thesis. This is a matter of rationale
and practical significance, urgently demanded in Central Highlands in the
present time.
2.The purpose and tasks of the thesis
2.1. The thesis’ purpose
On the basis of clarifying the rationale and practical issues in public
stimulation of the Party and the leadership of the Party committees in the
Central Highlands in public stimulation, setting out the direction and main
solutions to strengthen the leadership of the provincial committees in Central
Highlands for public stimulation until 2025.
2.2. The thesis’ tasks
- Overview of status of research related to the thesis’ topic;
- Clarifying the framework for public stimulation and the leadership of the
Party committees in Central Highlands in advo, setting out the concept, content
and mode of leadership in public stimulation; the role and importance of
provincial leadership in public stimulation in Central Highlands provinces today;
- Studying and evaluating the status of the people in Central Highlands
provinces, the reality of advo; the leadership of the Party committees in Central
Highlands in public stimulation from 2010 to today; pointing out the causes and
drawing experience;

- Suggesting directions and major solutions to strengthen the leadership of
the Party committees in Central Highlands for public stimulation by 2025.
3. The subject research and scope of the thesis
3.1. The research subject
The provincial Party Committees in Central Highlands leading the
current public stimulation.
3.2. The research scope
The thesis focuses on five provincial Party Committees in Central
Highlands: Gia Lai, Kon Tum, Dak Lak, Dak Nong, Lam Dong, leading
public stimulation from 2010 to today (however, for comprehensiveness, the
thesis also mentions some contents of before 2010); setting the directions and
solutions with reference value till 2025.
4. The rationale and practical basis and research methodology of
the thesis
4.1. The rationale basis
The thesis is based on Marxist-Leninist rationale and Ho Chi Minh's
beliefs on the position and role of the people, public stimulation and the
Party leadership on public stimulation.
4.2. The practical basis
The practical basis of the thesis is the status of public stimulation and
the leadership of the Party committees in Central Highlands in public
stimulation in Central Highlands from 2010 to today.
4.3. Research methodology
The thesis is based on Marxist-Leninist methodology and Ho Chi
Minh’s beliefs; at the same time, using inter-sector and specialized methods
such as history and logic; analysis and synthesis; surveys, sociological
investigation, statistics, reality summarisation, expert interviews, Nvivo
(Qualitative) and SPSS (Quantitative) data processing.
5. New scientific contributions of the thesis
First is, presenting the concept, role, content and leadership method of
the provincial committees for public stimulation in the important and unique
area of Central Highlands provinces.
Second is, from reality, the thesis drawing some experience in leadership
for public stimulation of provincial Party Committees in Central Highlands
from 2010 to today.
Third is, proposing some major measures to strengthen the leadership of
provincial committees for public stimulation in the Central Highlands provinces
until 2025.
6. Scientific and practical significance of the thesis
6.1. Scientific significance

The research results contribute to enriching the basic issues of leading
public stimulation; Central Highlands Party Committees leading public
stimulation.
6.2. Practical significance
- The thesis provides further scientific foundation to help Party
Committees in Central Highlands provinces in leading and directing public
stimulation.
- The thesis can be used as a reference material for research and
teaching of the Party Construction subject at the Political Academy Region
III and provincial political schools in Central Highlands.
7. The thesis structure
Besides the introduction, conclusion, list of authors’ published related
works, reference list and appendix, the thesis consists of 4 chapters, 9
sections.

OVERVIEW OF RESEARCH STUDIES
RELATED TO THE THESIS TOPIC
1.1. RESEARCH STUDIES BY AUTHORS OVERSEAS
The thesis consulted, studied 10 books, theses, dissertations, seminars and
articles published in the political-researched newspapers and journals on political
parties leading the people's movement. Typical are the books: Renovation of
Party Construction in Rural China by Chu Chi Hoa (Editor - 2010); Good
people's advocacy work in the new situation - Chinese experience, Vietnamese
experience; PhD thesis of Xom Nuc Xom Vi Chit (2008): Renovating the
method of the Party leadership on the State in Lao People's Democratic Republic
today; The conference: Persevering people's views is paramount and essentially
doing good people's advocacy work in the new situation by Luu Van Son; The
Chinese Communist Party's precious experience in doing good people's
advocacy work by Ly Trung Kiet; Focus on promoting the role of basic party
organizations, consolidating the foundation of public stimulation work of the
Party by Truong Duong Thang

The thesis has researched and analyzed 12 books, 4 PhD theses, 15
scientific conferences and articles published in the journals of research
groups related to theses topics including:

political parties, organizing and mobilizing the people through party
organization, party members and and social organization. The Party renews its
leadership; intensifying the renovation of the organization and operation of the
Fatherland Front and the public, ensuring the building of a great solid unity for

process of developing the socialist-oriented market economy in Vietnam and

FOCUSES ON
1.3.1. Generalisation of the main research results of related
scientific studies
First is, presenting some of the key rationale issues and reality of the
Party leading the people in general and the Communist Party of Vietnam
leading public stimulation.
Second is, presenting the role of the people and the Party in public
stimulation.
Third is, having provided some experience and solutions to strengthen
the advocacy of social classes. Results of scientific works related to thesis
have values for reference , research; recognizing approach and solving
isues in thesis content. Some of the solutions proposed by the scientists on
the Party leadership for public stimulation can be used to develop and
research in the topic.

1.3.2. Issues that the thesis continues to focus in researching
First is, further clarifying the rationale basis of public stimulation of
the Party and the reality of the leadership of the Party Committees in Central
Highlands for the current public stimulation.
Second is, generalizing the characteristics of Central Highlands
provinces with the strategic location for national defense, security, politics,
socio-economy; demographic context; functions, tasks, characteristics of
provincial committees; the concept of provincial committees in Central
Highlands leading the current people's advocacy; role, content and leadership
approach for public stimulation in Central Highlands.
Third is, evaluating and analyzing the situation of public stimulation in
Central Highlands provinces and the reality of Central Highlands Party
committees leading public stimulation from 2010 to today, drawing practical
experience in leading public stimulation of the provincial Party Committees.
Fourth is, presenting factors influencing, the direction and main
solutions to strengthen the leadership for better people's advocacy in Central
Highlands provinces till 2025.
This is an independent, non-duplicate topic that will make new certain
scientific contributions.
Chapter 2
CENTRAL HIGHLANDS PROVINCIALA PARTY COMMITTEES
LEADING PUBLIC STIMULATION – RATIONALE AND
PRACTICAL ISSUES
2.1. OVERVIEW OF PROVINCES AND PROVINCIAL PARTY
COMMITTEES IN CENTRAL HIGHLANDS
2.1.1. Overview of provinces in Central Highlands
The thesis has stated the geographical and natural characteristics; economic
conditions; socio-cultural conditions; ethnic composition; religious belief; the
political system and the situation of national defense and security in Central
Highlands. Thereby, pointed out the remarkable difficulties, obstacles and
challenges for public stimulation. Because provinces in Central Highlands are
complex areas, converged by mountainous, ethnically, religiously and border
sensitive elements that the Party must focus to monitor.
2.1.2. Overview of provincial Party in Central Highlands
The thesis outlines the characteristics of provincial Party in Central
Highlands, the reality of party organization and party members:

First is, provincial Party in Central Highlands have a tradition of
persistent revolutionary struggle against foreign invasions, socialist
construction, and today’s active implementation the Party's renovation.
Second is, the number of affiliated party organizations and the number
of party members among provincial Party vary greatly, largest in Gia Lai
provincial Party, smallest in Dak Nong provincial Party.
Third is, Party members of Central Highlands provincial party
originated from many localities in the country, thus forming less local
thought, causing internal divide which is a favorable condition for party
committees to lead and step by step build the locality towards development.
Fourth is, the system of party organizations, party committees,
officials and party members are constantly strengthened and consolidated,
including: 05 under-central party committees, 89 district-level party
committees and equivalent, 3,524 party organizations and 7,805 village
branches; 28 villages without a branch (0.36%), 17 villages without
members (0.22%), provincial Party will focus leadership on so that all
villages will have party organizations and members.
2.1.3. Characteristics, functions and tasks of the provincial
committees in Central Highlands today
2.1.3.1. Context characteristics
The provincial Party Committees of the Central Highlands province lead
in a complex and politically sensitive area; ưith ethnic, religious,
mountainous and border factors, thus hostile forces always seek to fight
against and divide the great national unity.
