1. The necessity of the thesis
The Party's mass mobilization are all activities of the Party and other
organizations in the political system under the leadership of the Party to
propagate, educate, mobilize, persuade, guide, gather and organize all
classes of people to well implement the Party's viewpoints and guidelines
as well as the State's policies and laws; caring for and protecting of the
interests of the people; to promote the mastery and great strength of the
people in the cause of developing and defending the Fatherland and to
successfully accomplish he Party's objectives and ideals.
Over the course of history, the Party has always determined that
mass mobilization is an important and significant task for the whole
revolutionary cause of the nation. It is a prerequisite condition to ensure
the leadership of the Party; It contributes to reinforce and strengthen the
close relationship between the Party and the people. Especially, in the
reform period, mass mobilization of the Party has been strengthened and
gradually reformed. The Party and the State have adopted many positive
policies and solutions in relevant areas and targets. At the same time, there is
a constant reform of the content and mode of leadership, the promotion and
expansion of democracy, the mobilization of the people's mastery as well as
the role of the State, the Vietnam Fatherland Front and the armed forces in
mass organizations. In addition to the achievements, there are still certain
limitation, weakness that make mass mobilization do not meet the increasing
requirements of the cause of the reform process such as: the slow progress of
specification of the mechanism of Party leadership, state’s management,
People's ownership; some resolutions of the Party, policies and laws of the
State have not been thoroughly understood and effectively implemented; The
coordination between organizations in the political system is not very strong;
Some state agencies are not aware of the position and importance of mass
mobilization; the weakness

INTRODUCTION
1. The necessity of the thesis
The Party's mass mobilization are all activities of the Party and other
organizations in the political system under the leadership of the Party to
propagate, educate, mobilize, persuade, guide, gather and organize all
classes of people to well implement the Party's viewpoints and guidelines
as well as the State's policies and laws; caring for and protecting of the
interests of the people; to promote the mastery and great strength of the
people in the cause of developing and defending the Fatherland and to
successfully accomplish he Party's objectives and ideals.
Over the course of history, the Party has always determined that
mass mobilization is an important and significant task for the whole
revolutionary cause of the nation. It is a prerequisite condition to ensure
the leadership of the Party; It contributes to reinforce and strengthen the
close relationship between the Party and the people. Especially, in the
reform period, mass mobilization of the Party has been strengthened and
gradually reformed. The Party and the State have adopted many positive
policies and solutions in relevant areas and targets. At the same time, there is
a constant reform of the content and mode of leadership, the promotion and
expansion of democracy, the mobilization of the people's mastery as well as
the role of the State, the Vietnam Fatherland Front and the armed forces in
mass organizations. In addition to the achievements, there are still certain
limitation, weakness that make mass mobilization do not meet the increasing
requirements of the cause of the reform process such as: the slow progress of
specification of the mechanism of Party leadership, state’s management,
People's ownership; some resolutions of the Party, policies and laws of the
State have not been thoroughly understood and effectively implemented; The
coordination between organizations in the political system is not very strong;
Some state agencies are not aware of the position and importance of mass
mobilization; the weaknesses of the public apparatus may cause concerns,
complaints from the people. They may create a gap so that the hostile forces
and political opportunists taking advantage of distorting and provoking the
masses, influencing the national solidarity. With that in mind, the

strengthening and renewal of the Party leadership towards mass mobilization
is an urgent requirement to strengthen people's trust in the Party, the national
solidarity, to mobilize the power of the people, and to create a mass
movement to make Vietnam become a country with rich people, strong
country, democracy, justice and civilization.
The Central Highlands has strategically important position especially
in terms of economics, politics, defense, security and ecological
environment of the country. It is a land that rich in potential and
advantages, but it also implies many factors of instability, especially the
frequent and violent resistance of hostile forces to remove the leadership
of the Party and the socialist regime in our country.
Deeply aware of the special importance and position of strategic
location and the need for developing "battle arrangement from people’s
trust'' (thế trận lòng dân) in the Central Highlands in the process of leading
ethnic minority people to develop and protect their new and happy life, the
Party has taken steps by steps to reform the content and method of leading
the mass mobilization to mobilize and gather all classes of people to carry
out socio-economic, defense and security tasks; to reinforce and
strengthen the national solidarity in this area.
In particular, during the period 2001-2010, in the face of complex
developments in the political security situation in the Central Highlands,
the Party has led and directed mass mobilization to achieve remarkable
results. However, besides the achievements, there are still many limitations
and shortcomings that need to overcome. The practice of the three riots,
riots (2001, 2004 and 2008) in some provinces in Central Highlands is
evident. The cause of these riots, should be identified and analyzed in a
thorough, multi-dimensional way, including the identification of
limitations and weakness of the Party about mass mobilization.
Therefore, study and summing up the process of Party’s leading the
mass mobilization in the Central Highlands during these ten years of
turbulence in order to confirm successes, to identify limitations and to
initially draw some lesson learnt contributing to the developing and and
organizing effective implementation of the Party's and State's policies and
guidelines on mass mobilization in the Central Highlands is an urgent,

meaningful and profound task. With that in mind, this thesis has chosen
the issue of "Communist Party leads the work of mass mobilization in
Central Highland from 2001 to 2010" as a research topic for his PHD
thesis, majoring in History of the Communist Party of Vietnam.
2. Purpose and task of the research
2.1. Research purpose
To clarify the process of Vietnam Communist Party leads the work
of mass mobilization in Central High land from 2001 to 2010; then to draw
some key experiences, contributing to improve the quality and
effectiveness the work of mass mobilization of the Party in Central High
land in the current period.
2.2. Tarks of the research
- To study and clarify the factors affecting the Party's leadership toward
the work of mass mobilization in Central High land from 2001 to 2010.
- To clarify the guidelines and direction of Vietnam Communist
Party toward the work of mass mobilization in Central High land from
2001 to 2010.
- To assess the situation of the work of mass mobilization of the
Party with its strengths, limitations as well as its causes and draw some
key experiences on Vietnam Communist Party’s leadership toward the
work of mass mobilization in Central High land from 2001 to 2010.
3. Subjects and scope of the research
3.1. Research subjects
The subject of research is the leadership and direction of the
Communist Party of Vietnam toward the work of mass mobilization in
Central High land.
3.2. Research scope
- In term of content: The work of mass mobilization of the Party has
a rich and extensive content. Within the scope of the thesis, the dissertation
focuses on the Party's point of view and policy on the work of mass
mobilization and the process of directing the implementation of the work
of mass mobilization in Central High land from 2001 to 2010.
- In term of space: To research the work of mass mobilization of the
Party in Central High land (including Dak Lak, Gia Lai, Kon Tum, Lam
Dong, Dak Nong)

- In term of time: To focus on the period of 10 years (2001-2010).
However, in order to have a systematic research problem, the thesis
mentioned some relevant contents in the period before 2001.
4. Rationale, research methods and material sources
4.1. Rationale
The thesis is based on the theory of Marxism-Leninism, Ho Chi
Minh's thoughts on the role of the masses and the mass mobilization of
the Party.
4.2. Research Methods
The main research method of the thesis is historical and logical
methods. In addition, the thesis also incorporates the use of additional
research methods such as analysis - synthesis, statistics, and comparison.
4.3. Material resources
The main material sources in the thesis include: Party and State
documents on the mass mobilization, Central High land; Conclusions and
final reports of the Central High land Steering Committee, Central
Commission for Mass Mobilization in Central High land; Documents and
reports of the provincial Party Committee, the Provincial People's
Committee and the Committee of Mass Mobilization of 5 provinces in
Central High land; Studies on Central High land and the work of mass
mobilization in Central High land.
5. New contributions of the thesis
- The thesis analyzes clearly the development of awareness and
policy as well as the Party's direction toward the work of mass
mobilization in Central High land from 2001 to 2010.
- Objectively and comprehensively assess the achievements and
limitations of the Party for the leadership of the work of mass mobilization
in Central High land in the period of 2001-2010.
- To draw some historical experiences of the work of mass
mobilization in Central High land that has value for present and future.
6. Theoretical and practical signification of the thesis
- The work of mass mobilization is a very important field in the
Party's activities, researching the process of Party’s leadership toward the
work of mass mobilization in Central High land in the period of 2001-2010

will contribute to summarizing the work of mass mobilization of the Party
in the renovation period.
- The results of the dissertation contribute to provide a scientific
basis for the formulation of appropriate policies and solutions to enhance
the Party's mass mobilization in Central High land at the present and
coming years.
- The dissertation can be used as a reference material in researching
and teaching the history of the work of mass mobilization of the Party in
general and the work of mass mobilization of the Party Committee in
Central High land in particular.
7. Structure of the thesis
In addition to the introduction, conclusion, list of references and
appendix, thesis consists of 4 chapters, 9 sections.
Chapter 1
GENERAL OVERVIEW OF RELEVANT STUDIES
1.1. OVERVIEW OF RELEVANT STUDIES RELATED TO
THE THESIS
The Communist Party's mass mobilization work is an important issue
that has been addressed in many research projects by local and foreign
scholars. The relevant studies related to the thesis topic can be categorized
into the followings groups:
Group 1: Relevant studies on mass mobilization in general
The thesis analyzed 16 domestic studies. Typical publications are:
President Ho Chi Minh's idea on mass mobilization by the Central
Commission for Mass Mobilization; Doing good in mass mobilization
work in the new situation: China and Vietnam experiences by the Central
Theoretical Council; Studying and following Ho Chi Minh style on smart
people’s mobilization by Nguyen Ba Quang; History of mass mobilization
of Communist Party of Vietnam (1930-2010) by the Central Commission
for Mass Mobilization.
In addition to the domestic studies there are also relevant foreign
studies. Typical publication are: Reforming the work of Party development
in rural area by Zhu Zhi He; Promoting the development of politics in

1.2. OVERALL ASSESSMENT ON THE FINDING OF THE
PUBLISHED STUDIES AND ISSUES FOR FURTHER ADDRED IN
THE THESIS
1.2.1. Finding of the published studies
- The relevant studies on the general theoretical issues of mass
mobilization have addressed issues such as: concept, purpose, connotation,
method and approach on mass mobilization; The leadership of President
Ho Chi Minh and the Communist Party of Vietnam towards mass
mobilization through different historical periods; affirming the
achievements, identifying the limitations; At the same time, it initially
sums up some experience in the process of leading mass mobilization of
the Party. The authors also mentioned the reforming content and mode of
the Party leadership in general and of each party and government
organizations, Fatherland Front and mass organizations in particular.
- Studies on the Central Highlands have analyzed the natural,
economic, political, cultural and social characteristics of the Central
Highlands, the impact of ethnic factors, religions, Hostile forces ... and
synchronous solutions to make full use of potentials and advantages for
socio-economic development, cultural identity of ethnic groups,
development of political system and cadres to ensure the Central
Highlands stable and sustainable development.
- The practical studies on mass mobilization associated with the
Central Highlands and specific localities has drawn a diverse picture of the
reality of mass mobilization, along with good models and best practice,

which can be used as a basis for identification key contents and issues of
concern in Party’s work on mass mobilization in Central High land
1.2.2. Issues for further study
The literature review of relevant research works related to the topic
of the thesis shows that besides the issues that have been discussed
thoroughly, there are still many problems that require further discussion.
Firstly, in theory, other authors did not analyze in depth viewpoints,
policies, solutions to strengthen mass mobilization of the Party in the
Central Highlands from 2001 to 2010.
Secondly, in reality there has been any research to provide an in-
depth assessment the practice of mass mobilization in the Central
Highlands from 2001 to 2010.
Thirdly, the published studies have only addressed some experiences
and solutions of mass mobilization in national wide, or only mentioned
each element in mass mobilization in the Central Highlands. They have
not draw lessons learnt in mass mobilization leadership of the Party in the
Central Highlands in the period of industrialization and modernization and
international integration.
So far, there has been no work to revise, systematically and
systematically, the guidelines and direction of the Communist Party of
Vietnam for mass mobilization in the Central Highlands from 2001 to
2010 from the perspective of Party historical study. These are the "gaps"
for the author of this thesis to conduct further study:
Firstly, analyzing the characteristics and politics, economics, culture,
society, construction, security and defense situation of Central Highlands
then to clarify factors affecting mass mobilization in the Central Highlands.
Secondly, further studying and analyzing to clarify the development
of Party awareness on the role and position of mass mobilization; to
systematically explain the viewpoints, policies and guidelines of the
Communist Party of Vietnam on mass mobilization in the Central
Highlands from 2001 to 2010.
Thirdly, assessing the practice of mass mobilization of the Party in the
Central Highlands from 2001 to 2010 with its advantages, limitations and
causes; From that, drawing lesson learn from the party leadership of mass
mobilization, contributing to improve the quality and effectiveness of mass
mobilization of the Party in the Central Highlands in the current period.

The thesis analyzed the characteristics of natural, economic,
population, cultural and social conditions; The situation of religion and

set up in Central High land: The problem of land and the big gap between
the rich and the poor; The level of education and capacity of cadres
