INTRODUCTION 1. General overview of the thesis The thesis "Development of theoretical thought of the commissars of the Vietnam People's Army nowadays" is the independent scientific research of the author which is done with the guidance of scientists and experts inside and outside the military. Development of theoretical thought of the commissars of the Vietnam People's Army nowadays is a difficult work with large scale. To perform this subject, authors based worldview, scientific methodology of Marxism - Leninism and Ho Chi Minh’s ideology, the views of the Communist Party of Vietnam on the work of staff, the nature and role of theoretical thought. It is also based on the survey results, fieldwork in some army units; simultaneously, selectively inheriting the research results of a number of scientific projects concerned in Vietnam and in the world. The structure of the thesis includes three chapters: The first chapter, the author presents the nature and character of development of theoretical thought of the commissars. The second chapter, making survey, assessing the situation, analyzing and clarifing the impact factors and facing issues of development of theoretical thought of the commissars. From the results of chapter 1 and chapter 2; in chapter 3, the author proposes some basic solutions to develope the theoretical thought of the commissars of the Vietnam People's Army nowadays. 2. Reasons for choosing thesis topic Theoretical thought plays an important role in developing of quality, personality and deciding effectiveness of human practical activities. Affirming the value and great significance of theoretical thought, Ph.Angghen says: "... A people want to stand on the pinnacle of science is not lack of theoretical thought." Resolution No.769/NQ-DUQSTU of the Central Military Commission on "Developing the officer staff period 2013-2020 and subsequent years," affirmed to fulfill the responsibilities and assigned tasks, besides the requirements of political qualities, qualifications, each officer must have the theoretical thought, good working methods, working practical capacity, self-reliance, creativity and efficiency; capable of handling the complex issues that arise in practice. The commissars who presided over the politics and handling the work of party and politics work in the platoons. They plays a key role in leading and directing the construction of a strong political platoon that contributing significantly to the cause of building the Vietnam People's Army "Revolutionary, formal, elite, gradually modernized"; firmly safeguard the socialist republic of Vietnam. The tasks that require the commissars must not only have consistency, steadfassstne, political acumen, but also have scientific theoretical thought to identify fast, to make timely decision with high accuracy and to orient all activities of the platoon with the highest quality and efficiency. With practice over 70 years of building the army, especially the results of 10 years of implementation of Resolution 51 of the Politburo has shown that theoretical thought of the commissars has developed by which the commissars have developed and matured. However, considering the requirements and the tasks of building the army, defending nation in the new situation, the theoretical thought of some commissars also has limitations, shortcomings and should make good. It is the lack of scientific knowledge systems and applying the theory into practice and ineffective behavior before the complex political situations, limited military ability and can not meet the requirements, demands of the commissars of platoons. In some units, the theoretical thought training and development of the commissars has not been properly respected. The awareness and responsibility of some leaders, commanders of the need to develop theoretical thought of the commissars are incomplete and not profound. The content, forms, methods, measures of theoretical thought development of the commissars are not appropriate so it affects the quality and efficiency of leading and directing the activities of building the Party and political work in the military units and the level of task completion of officials, soldiers today. This situation raises the need for a fundamental and systematic research of issue "Development of theoretical thought of the commissars of the Vietnam People's Army nowadays". This issue not only has theoretical and practical significant but also urgent and fundamental, long term significant. 3. Research purpose and tasks * Research purpose: Clarifying theoretical issues and practice of the theoretical thought development of the commissars of the Vietnam People's Army; on that basis, to propose basic solutions of theoretical thought development of the commissars in order to meet the requirements, responsibilities and assigned tasks. * The tasks of the thesis: Clarify the concept and characteristics of the theoretical thought development of the commissars of the Vietnam People's Army. Assess the practical situation and analyze addressed issues of the theoretical thought development of the commissars of the Vietnam People's Army nowadays. Propose the basic solutions of the theoretical thought development of the commissars of the Vietnam People's Army today. 4. Objects and scope of research * Objects of research: The process of the theoretical thought development of the commissars of the Vietnam People's Army. * Scope of research: The theoretical issues and practice of the theoretical thought development of the commissars of the Vietnam People's Army are working in some major units that directly in charge of training, combat readiness in Northern region; using documents and data service of related study to the thesis primarily from 2009 to the present. 5. Theoretical, practical basis and research methods: * Theoretical basis of the thesis: The thesis is researched on the basic of the viewpoint system of Marxism - Leninism and Ho Chi Minh’s ideology; guidelines and policies of the Party, State, and army on building and developing officer resources; on the roles of theorical thought in improving the efficiency of the pratical activities of the learders, commanders and managers in the army. The thesis uses documents, annual reports, investigation data, studies, surveys of the concerned agencies and units. It also uses a system of methodology of dialectical materialism and historical materialism, such as: approach to value, system - structure, analysis and synthesis, logical and historical, abstraction, and generalization methods. Combine with the methods of sociological investigation and consultancy with experts, etc. 6. New contributions of the thesis Contribution of clarifying the concept and characteristics of the theoretical thought development of the commissars of the Vietnam People's Army. Propose the basic solutions of the theoretical thought development of the commissars of the Vietnam People's Army today. 7. Theoretical, practical significances of the thesis The research results of the thesis contributes to provide the scientific foundation for the development of theoretical thought of the commissars of the Vietnam People's Army today. The thesis can be used as a reference in research, teaching and learning in institutions, schools and army units 8. Evaluation of the result of published scientific works and the research issues of the thesis 3.1. Evaluation of the result of published scientific works First, the authors noted, analyzed and interpreted the concept of theoretical thought, the theoretical thought development of officials under the approach angle and the different research methods; but they are basically agreed and confirmed the role and the importance of the theoretical thought development of officer staff. Specifically, there are a number of works that have generalized the concepts of "theoretical thought of the Communist Party of Vietnam", "theoretical thought of cadres and Party members," "theoretical thought of young officers of the People's Army Vietnam"... Secondly, the project has analyzed and interpreted the role theoretical thought for the development of qualities, personality and deciding effectiveness of human practical activities. In which, most of the authors consider theoretical thought as a "necessary and sufficient" condition of the cadres in the leadership and direction of military practices. Therefore, development of theoretical thought is an important work in the cause of building and protecting the country today. Thirdly, the authors have quite interpreted profoundly the theory and practical situation of the theoretical thought development for cardes and officers nowadays. At the same time, pointing out the advantages and disadvantages, opportunities and challenges of the development of theoretical thinking of staff, current officers. Accordingly, the difficulties and challenges of the theoretical thought development of the officers have objective and subjective reasons... In which is the cause of disregarding and simplifying the role of the theoretical thought development in a number of cadres and Party members nowadays. Fourthly, the outlined researches above have interpreted, clarifed the position, role and tasks of the commissar in the cause of building and defending our country. The authors have consistently affirmed that the commissars are the elite part of the officers of Vietnam People's Army. They are as "mental strength", "soul" of the military units and they have an important role and worthy contributions in the construction, combat and growth of the Vietnam People's Army as well as in the victory cause of building and defending the socialist republic of Vietnam . Not only in theory, the authors have also identified the requirements and proposed the fundamental solution to develop theoretical thought, enhance intellectual level, position and prestige of the commissars in the new stage of the revolution. The results of the researches that the author inherit, acquire and deepen not only the concept of theoretical thought of the commissars, but also the nature and the character of the theoretical thought development the commissar staff of Vietnam people's Army today. 3.2. The research issues of the thesis Theoretically, the theoretical thought development in new conditions has been mentioned quite a lot, but the nature and the specified factors of the process of theoretical thought development has not been thoroughly interpreted. In particular, the theoretical thought development of a specific object as the commissars of Vietnam People's Army has not deeply interpreted. Therefore, the concerned issues in the thesis should continue to resolve is to clarify the nature and characters of the theoretical thought development of the commissars of People's Army of Vietnam. Practically, by generalization and historical summarization methods, the practical theories of the theoretical thought development has been mentioned quite deeply. However, to clarify the practical theories of the theoretical thought development of a specific object is the political commissar, not only using a certain method, but also using many methods in which the majors are method of analysis and synthesis, practical summarizing, sociological surveys and studies forecast ... Thus we will have the basis for evaluating objectively, comprehensively, accurately the practical situation as well as pointing out the issues need to be resolved in the theoretical thought development of the commissars of Vietnam people's Army today. Regarding solutions, to implement the theoretical thought development with high quality and efficiency, not only in a theoretical and practical basis or basic requirements. In contrast, on the basis of the scientific orientation of theory and practice, to concretize solutions and system of feasible and suitable measures. Accordingly, suggestions and commentaries system of the development of theoretical thought solutions of a specific object as the commissars of Vietnam People's Army today is one of the fundamental problems posed in the thesis that required to solve satisfactorily. The mentioned issues above are the direct bases for the author continues to study and clarify in the thesis. Chapter 1 THE NATURE AND CHARACTERISTICS OF THE THEORICAL THOUGHT DEVELOPMENT OF THE COMMISSARS OF THE PEOPLE’S ARMY OF VIETNAM 1.1.
