Currently, facing the complicated and unpredictable situation of the world, the region and in the country, especially new development in the local military defense, the Party’s work and political work, high demands on the working capacity of the political instructors in the district military commanding committee in general, in the area of Military Region 1 in particular. For this team to fulfill the responsibilities and tasks, it is inevitable to continue fostering the working capacity. Results of the research issues will contribute to enriching the theory on fostering political instructor staff in the army, building the strong political instructors in the district military commanding committee; however, in the present situation it is a difficult and new topic.

INTRODUCTION
1. Overview of the thesis
The topic "Foster working capacity of political instructors in the district military commanding committee of the Military Region 1 today", specialty: Development of the Party and the State Government; code: 62.31.02.03 is the issue that has been concerned, cherished and studied by the author for many years. Currently, facing the complicated and unpredictable situation of the world, the region and in the country, especially new development in the local military defense, the Party’s work and political work, high demands on the working capacity of the political instructors in the district military commanding committee in general, in the area of Military Region 1 in particular. For this team to fulfill the responsibilities and tasks, it is inevitable to continue fostering the working capacity. Results of the research issues will contribute to enriching the theory on fostering political instructor staff in the army, building the strong political instructors in the district military commanding committee; however, in the present situation it is a difficult and new topic.
With nearly 30 years working in the area of Military Region 1, on the basis of collecting system of documentation, direction, suggestions, and dedicated support of two guidance staff, experts and scientists, enough to allow the author to conduct research of this topic. During the process of deploying this thesis, the author refers to the relevant research results of scientific works in and outside the country. This is an independent research topic, absolutely not overlaping with other published scientific works.
2. Reasons for choosing the thesis topic
The local military defense is a very important part in the whole work of the military and national defense of the Party and State, is conducted in the provinces of the country in peacetime and wartime; is the concretized defense policy: "Peace and safeguard" to organize and mobilize the masses to participate in building the national defense; prepare and be ready to wage people’s war protecting the locality and contribute to maintaining national sovereignty and security in the defensive ball for national defense of the country; actively smash and frustrate all schemes, activities of the enemy forces.
The Party’s work and political work in the local military defense is a part of the Party’s leadership activities, directly the local committees; a basic aspect of the governments, political - social organizations, local military authorities; is overall ideological work, organization and policies in the construction and mobilization of local resources to successfully implement the tasks of local military defense. Conducting the Party’s work and political work in the local military defense is a fundamental principle in building revolutionary armed forces of the Party, is the responsibility of organizations and forces, of which political instructor staff are people to preside and play a very important role. So, taking care of building strong, qualified and capable political instructors to fulfill all tasks is a directly set issue.
Political instructors in the district military commanding committee of the Military Region 1 is a very important part of the officer staff in the Military Region, the Party in the armed forces, the people chairing politics in the district military commanding committee, both be responsible for the party’s work and political work in the district military commanding committee, the district’s armed forces, and participate in holding many positions in the party committee, the government, the agencies and local political - social organizations. The high or low working capacity of these staff will impact directly on the tasks of local military defense, the party’s work and political work, the results in performing the tasks of the locality and military region. Therefore, in addition to political quality, working style and methods, to have working capability, political instructor staff must be trained and fostered regularly.
Recognizing this issue, leaders, commanders, government at all levels in the area of Military Region 1 in recent years have frequently take care of fostering to improve the working capability for political instructors, generally the working capability of political instructors in the district military commanding committee has changed to be more progressive, initially meet the mission requirements. However, compared with the requirement to strengthen the organization, implementing the Resolution 51-NQ/TW of the Politburo and Resolution 513-NQ / DUQSTW of the Central Military Party Committee (now the Central Military Commission), fostering the working capability of political instructors in the district military commanding committee still reveals the limitations and shortcomings; the quality and capacity of some political instructors are not yet on a par with the chairing position in politics and chairing the party’s work and political work in the district armed forces. Some political instructors lack knowledge, experience, organizational capacity in the practical party’s work and political work in the local military defense; ability to participate in the activities of the committees, governments, departments, political – social organizations in the locality still too far from the practice.
In the coming years, the world and regional situations continue to develop further complicatedly with many potential factors to cause destabilizing, uncertainties and unpredictable issues. Especially the development of the tasks of building and defending the Fatherland, the army’s tasks and the local military defense tasks of Military Region 1 have been posing new issues, higher and higher requirements, requiring political instructors in the district military commanding committee to have comprehensive knowledge, intensive capability in the local military defense; understand the knowledge of economics, culture, social, legal, ethnic, and religious issues... Only with good working capability, it’s possible for them to do a good job in organizing and mobilizing people to well perform the local military defense and local political tasks. Therefore, the study of "Foster working capacity of political instructors in the district military commanding committee of the Military Region 1 today" is a basic and urgent issue.

Interpret to clarify the basic theoretical and practical issues, propose main solutions to foster the working capability of political instructors in the district military commanding committee of the Military Region 1 today.

- Interpret to clarify basic issues in working capability and fostering working capability of political instructors in the district military commanding committee of the Military Region 1.
- Assess the actual situation properly, clarify the cause and from practice draw initial experience in fostering working capability of political instructors in the district military commanding committee of the Military Region 1.
- Identify the needs and propose main solutions in fostering working capability of political instructors in the district military commanding committee of the Military Region 1 today.

- Conduct investigations, surveys, interviews, discussion and referendum for officials, officers in six provinces in the area of Military Region 1. Data and materials are mainly from 2006 to present. The solutions are proposed by 2020.

System of principles, basic viewpoints of Marxism - Leninism and Ho Chi Minh’s ideology on cadres and personnel issues; the paths, viewpoints and policies of the Party and the State; resolutions and directives of the Central Military Commission, the Ministry of National Defense and the General Political Department on the local military defense work, building the armed forces, building the army in politics, the party’s work, political work and training, fostering officer staff in the Vietnam people's Army.
* Practical basis
The whole activities of fostering working capacity of political instructors in the district military commanding committee in 6 provinces under the Military Region 1; comments, evaluation on political instructors and the work of fostering political instructors presented in the documents, the final reports of the competent authorities of Military Region 1 and stats, results of investigation and survey of the author in the military authorities at province and district.
* Research method
Based on the methodology of Marxism-Leninism and Ho Chi Minh’s ideology, the thesis uses synthetic research methods of interdisciplinary and specialized science; attaches great importance to the methods: system - structure, history, logic, analysis, synthesis, comparison, generalization, systematization, surveys, practical summaries and expert methods.
6. New contributions of the thesis
- Interpret to clarify the characteristics of the political instructors in the district military commanding committee of the Military Region 1; concept, the constituent elements of the working capacity of political instructors in the district military commanding committee in the area of Military Region 1.
- From practice, draw initial experience in fostering the working capacity of political instructors in the district military commanding committee of Military Region 1.
- Propose contents, feasible measures to foster the working capacity of political instructors in the district military commanding committee of Military Region 1 today.
7. Theoretical and practical significances of the thesis
The research results of the thesis contribute to enrich the theory of building the political instructor staff, local military political officers, provide further scientific basis, assist the leaders, key commanders, officer in charge, political offices at all levels in the area of Military Region 1 to apply in the process of leading and directing the conduct of fostering the working capacity of political instructors in the district military commanding committee to meet the mission requirements today.
The thesis topic can be used as references, serving scientific research, teaching and learning the party’s work, political work in the local military denfense at the academies and military schools.

The thesis consists of: an introduction; 3 chapters (6 periods); a conclusion; list of the author’s published scientific works related to the thesis topic; list of references and appendices.
