INTRODUCTION
1. Overview of the thesis
The research works: "Foster working capacity of the official staff in the strategic agencies under the General Department of Politics of the Lao People's Army today" is the research direction to be cherished and passionated for a long time by the fellow in many years of studying and working at the schools and units. The topic was based on the system of theories of Marxism - Leninism and Ho Chi Minh’s ideology, the viewpoints of President Cay Xon Phom Vi Han and the line and the views of the Laos People's Revolutionary Party on official strategy in the new era, including the line and policy of building official staff in the people's armed forces in general, official staff in the strategic agencies under the General Department of Politics of the Lao People's Army in particular, contributing to building the Lao revolutionary people's Army to be regular, well-trained and gradually modernized, successfully completing all the tasks that the Party, State, army and people entrusted. The process of implementing the thesis, the author has developed, acquired, and inherited selectively research results of the related scientific works.
The thesis topic aimed at clarifying the basic theoretical and practical issues of working capacity of the official staff in the strategic agencies under the General Department of Politics of the Lao People's Army lately, evaluating the actual situation of fostering, indicating the causes and drawing some experience of fostering working capacity of the official staff in the strategic agencies under the General Department of Politics of the Lao People’s Army today. From the development of the situation and tasks, the thesis topic defines objectives, requirements and proposes measures to enhance fostering working capacity of the official staff in the strategic agencies under the General Department of Politics of the Lao People’s Army today.
The success of the thesis will contribute to introducing the scientific arguments and foundation to provide for the Party Central Committee, the Ministry of Defense, the General Department of Politics; committees, heads of strategic agencies under the General Department of Politics, the Lao People's Army to research and apply in leadership, direction and conducting the foster of working capacity of the official staff in the strategic agencies under the General Department of Politics of the Lao People's Army in the new situation.
2. Reason for choosing the thesis topic
Strategic agencies in the General Department of Politics are bodies in the organizational system of the Lao Ministry of National Defense, in charge of Party affairs and activities, political activities (the Party’s work and political work) in the Lao People's Army, contributing to strengthening the leadership of the Laos revolutionary people’s party over the Lao people's Army, building the Lao people's Army strong comprehensively, raising the level of combat readiness, combat power to meet the mission requirements of socialist national defense in all situations. Activities of strategic agencies in the General Department of Politics under Lao People's Army include all research activities, consultancy and proposal to the Party Central Committee, the Ministry of Defense with leadership guidelines and measures to build the politically strong, army, conducting the Party’s work and political work in the army, and directing, guiding and supervising the implementation of guidelines, resolutions and policy of the Party, Ministry of National Defense, the contents, measures of the Party’s work and political work in the military. Stemming from the position, role function, mission, of the General Department of Politics, official staff of strategic agencies in the General Department of Politics under the Lao People's Army have specially important role in conducting the Party’s work and political work, improve the quality, effectiveness of the Party’s work and political work in the Lao People's Army. To implement the functions and duties of the strategic agencies in the military, official staff of strategic agencies in the General Department of Politics under the Lao People's Army must have political quality, moral quality, good lifestyle, and must have good political capacity, in response to the development of the situation and requirements of the tasks of military construction and combat, the mission requirements to firmly protect the Fatherland Laos in all situations.
But Laos is revolutionary in the context world situation, the region still occur local war, armed conflict, ethnicity, race, religion, terrorism, riots and difficulties overthrow economic, cultural - social, the downside of the market mechanism ... is a very powerful impact on social relations, to political quality, morality, lifestyle officials, especially officials key of the Party, State and army. Moreover, the reactionary forces in the country are of foreign hostile forces instigated, supported, increased activities against, disruptive, causing riots in the country. Strategic agencies in the General Department of Politics under the Lao People's Army are more and more expanding, developing, with increasing requirements.
In fact, the fostering of working capacity for official staff in strategic agencies in the General Department of Politics in recent years has achieved good results; but also revealed many shortcomings and inadequacies, not meet the requirements, tasks in the new period, conduct refresher yet become routine, routine; content, training forms are general, lack of inclusiveness, no breakthrough solutions to create real change, the conditions to ensure training activities are difficult. So fostering of working capacity for official staff in strategic agencies in the General Department of Politics under Lao People's Army is the issue with urgent meaning today.

- Assess the true state, clarify the causes, and draw some experience of fostering the working capacity for official staff in strategic agencies in the General Department of Politics under Lao People's Army today.

* Practical foundation: The actual construction of the official staff through the periods of construction, fighting and maturation of the Lao People's Army, including the fostering of working capacity of the official staff in the strategic agencies under the General Department of Politics of the Lao People's Army; Research results of the scientific work is concerned, the use of private research and data storage of organs and units and the survey results, the survey during actual penetration and working practices of the author.
