1. The necessity of the thesis
The contingent of officials specialised in party work is composed of those who
are working in advisory and assisting bodies for Party committees at all levels on Party
building, including: Party Office, Commission for Publicity and Education, People’s
Aspiration Committee, Organisation Committee, Inspection Committee, among others.
This contingent plays a crucial and decisive role to the quality and efficiency of all
aspects of the Party building, from advising on the setting of paths and guidelines; and
on the instruction of implementation organisation; to examining, speeding up, reviewing
and evaluating the implementation results. Therefore, building a strong contingent of
officials responsible for party work is an essential content of the Party building,
contributing to improving the quality and efficiency of aspects of Party building.
People’s Police are an essential armed force of the Party and state, the core in
the fight for national security, social order and social safety. On the basis of
theoretical grounds of the Marxism-Leninism, reality of Vietnamese revolutionary,
Party regulations and the Constitution of the Socialist Republic of Vietnam, the
Communist Party of Vietnam is leading the cause of security and order and People’s
Police force in line with principles of absoluteness and directness in all aspects. In
order to ensure the leadership of the Party, it is extremely important to establish a
system of party organisations and a contingent of officials responsible for party work
in the People’s Police.

INTRODUCTION
1. The necessity of the thesis
The contingent of officials specialised in party work is composed of those who
are working in advisory and assisting bodies for Party committees at all levels on Party
building, including: Party Office, Commission for Publicity and Education, People’s
Aspiration Committee, Organisation Committee, Inspection Committee, among others.
This contingent plays a crucial and decisive role to the quality and efficiency of all
aspects of the Party building, from advising on the setting of paths and guidelines; and
on the instruction of implementation organisation; to examining, speeding up, reviewing
and evaluating the implementation results. Therefore, building a strong contingent of
officials responsible for party work is an essential content of the Party building,
contributing to improving the quality and efficiency of aspects of Party building.
People’s Police are an essential armed force of the Party and state, the core in
the fight for national security, social order and social safety. On the basis of
theoretical grounds of the Marxism-Leninism, reality of Vietnamese revolutionary,
Party regulations and the Constitution of the Socialist Republic of Vietnam, the
Communist Party of Vietnam is leading the cause of security and order and People’s
Police force in line with principles of absoluteness and directness in all aspects. In
order to ensure the leadership of the Party, it is extremely important to establish a
system of party organisations and a contingent of officials responsible for party work
in the People’s Police.
In accordance with Decision No 92-QĐ/TW dated May 15, 2012 by Politburo
(the 11th Politburo) on party ogranisation in the Vietnamese People’s Police and
Instruction No 14-HD/BTCTW dated September 26, 2012 by the Central Organisation
Commission, Party Committee at all levels in the People’s Police leads all aspects of
party work of units under their command; Executive Committee at all levels do not
establish advisory and assistant departments; police’s professional units and bodies at
each level are held responsible for providing advices to the Executive Committee at that
level on leading fields of work assigned. A number of duties specialised in the Party
building (the Party building in organisation and party member work; party office work;
inspection and supervision, and discipline exercising) shall be conducted by specialised
bodies, specifically: the Department of Party Work and Public Work - the X16 in the
Central Police Party Committee, Central Police Party Committee’s Inspection
Commission, Central Police Party Committee Office (also the Ministry of Public
Security Office - V11) and the Division of Party Work and Public Work in Departments’
Party Committees, the High Command of Mobile Police Force; in police offices in
Central provinces and cities, and the Division of Party Work and Public Work (PX16) in
the Police Department of Fire Fighting and Prevention of Ho Chi Minh City; provincial
and municipal Police Department of Fire Fighting and Prevention, and party work team
under Division of Party Work, Political Work and Public Work. At grassroots level,
grassroots Party Committees are allocated from one to five officials specialised in party
work depending on the number of party members. Formal officials assigned to do the
party work (inspection, office work and Party building) in these units are referred to as
officials specialised in party work.

For the People’s Police for generally speaking and police force in Central
provinces and cities particularly speaking (hereinafter referred to as provincial and
municipal police), party work is of special significance, contributing to building a
contingent of police officers and policemen with steady political skill and spirit,
completely loyal to the Party, Fatherland, and people; enhancing the leadership
capacity, the fighting strength of party organisations of provincial and municipal
police; ensuring the provincial and municipal police force to successfully accomplish
the assigned political task under all conditions and circumstances. Therefore, the
contingent of officials responsible for party work have a significant position and role,
perform advisory work, and propose Party Committee to thoroughly grasp and
successfully implement paths, guidelines, and policies of the Party, State, Central
Police Party Committee, Ministry of Public Security, local Party Committee,
resolution, order of superior authorities and of their own Party Committee; build party
organisations pure and strong with high leadership capacity and fighting spirit; and
contribute to ensuring the absolute and direct leadership in all aspects of the Party
towards People’s Police.
Over the past time, bodies specialised in Party building in the People’s Police
force have regularly been witnessing changes and development in organisation aspect;
thus, there has been certain upheavals in the contingent of officials responsible for party
work in the People’s Police force generally speaking and in provincial and municipal
police particularly speaking. This force has not been built in a methodical and long-term
plan and strategy to match the position and role of the Party building in the People’s
Police. Therefore, the contingent of officials responsible for providing advisory and
supporting activities for Party Committee at all levels in provincial and municipal police
on party work remains insufficient in quality and weak in quantity. Most eligible
grassroots party organisations do not have or do not have enough number of officials
specialised in party work. Of note, the majority of officials in charge of party work are
not professionally trained in party work as they mostly graduated from People’s Police
training schools, which has partly affected the quality of work. Due to a shortage of
officials specialised in party work, all of the higher authorities’ party work and other
works under the leadership of the Party are carried out by non-specialists, leading to an
overload and less effective implementation of party work.
In the time to come, the duty of protecting national security and ensuring social
order and safety of the whole country as well as of each locality, especially key and
strategic localities, gives rise to new, heavy, and complex requirements, demanding for
the building of a regular, seasoned and gradually modern force of revolutionary People’s
Police and for a resolute and direct leadership of the Party towards People’s Police. To
that end, it is an extremely necessary and pressing matter to build a contingent of
officials specialised in party work in provincial and municipal police.
To help address pressing issues mentioned above, I chose the topic “Building a
contingent of officials specialised in party work among police forces in Central
provinces and cities at present” to do my PhD thesis, in the field of study of Party and
State Government Building.

2. Research purpose and task of the thesis
2.1. Purpose
On the basis of clarifying theoretical and practical issues on building a contingent
of officials specialised in party work among police forces in Central provinces and cities
at present, the thesis proposes major directions and solutions with the aim to build a
contingent fully satisfying requirements and duties set out in the new situation.
2.2. Task
- To provide a general overview of scientific works related to the thesis.
- To clarify theoretical and practical issues on building a contingent of officials
specialised in party work among police forces in Central provinces and cities at present.
- To survey and evaluate the reality of the contingent of officials responsible for
party work among police forces in Central provinces and cities from 2005 until the
present; and to point out strengths, shortcomings, causes and experiences.
- To propose feasible orientations and solutions in order to build a contingent of officials
specialised in party work among police forces in Central provinces and cities at present.
3. Research subject and scope of the thesis
3.1. Research subject: to build a contingent of officials specialised in party work
among police forces in Central provinces and cities at present.
3.2. Research scope
- The thesis studies and surveys the building of a contingent of officials
specialised in party work (including staff responsible for the organisation of the Party
building, office work and inspection and supervision work) among police forces in all 63
Central provinces and cities.
- The study and survey is conducted from 2005 to present.
- Survey subject: the thesis surveys and studies the contingent of officials
responsible for party work at specialised advisory bodies that are Party Work and Public
Work of police forces in Central provinces and cities.
- Valuable orientations and solutions to 2025.
4. Theoretical and practical grounds and research methodology of the thesis
4.1. Theoretical and practical grounds
- Theoretical grounds: The thesis is researched based on the view of the Marxism
- Leninism, Ho Chi Minh Thoughts and viewpoints of the Communist Party of Vietnam
on official, official work generally speaking and the building of a contingent of officials
in charge of party work particularly speaking.
- Practical grounds: The thesis is researched on the basis of the practical grounds of
the Party building, the building of a contingent of officials specialised in party work in
People’s Police. Also the thesis uses documents, resolutions, summaries of special subjects,
scientific works, and statistical reports on Party building, the building of a contingent of
officials and a contingent of officials responsible for party work in People’s Police and is
based on practical surveys of the building of a contingent of officials specialised in party
work among police forces in Central provinces and cities from 2005 to present.
4.2. Research methodology
The thesis is completed on the basis of theoretical grounds of the Marxism-
Leninism and research methods of inter-disciplinary sciences, and of special subjects,
specifically:

Analytic and synthetic method: is employed to analyse theoretical issues; analyse
data collected from the survey on specialised officials and the building of a contingent of
officials responsible for party work in provincial and municipal police; analyse
judgements, and grounds of solutions to the building of a contingent of officials
specialised in party work in provincial and municipal police.
Logical and historical method: is used to analyse, and interpret theoretical and
practical issues of the building of a contingent of officials responsible for party work in
provincial and municipal police on the basis of inheriting studied theoretical results in
association with special features of the Party building in People’s Police force. Every
conclusion and judgement on building a contingent of officials specialised in party work
in provincial and municipal police must ensure the scientism and must not be inferred
subjectively.
Field study-based method: field studies were conducted to collect data, and
documents on the contingent of officials in charge of party work and the building of this
contingent in provincial and municipal police. On that basis, it aims to analyse data and
documents to precisely evaluate the reality and put forward feasible solutions to the
building of a contingent of officials responsible for party work in provincial and
municipal police.
Specialist-based method: the thesis refers to opinions of leaders, and specialists
with plenty of practical experiences in the Party building in People’s Police and
scientists through various manners: asking for opinions, questionnaire, in-depth
interviews, and so on.
Analytic and experience-based method: analyses and assessments of the actual
building of a contingent of officials responsible for party work in provincial and
municipal police stem from and closely follow theoretical issues of the building of a
contingent of officials specialised in party work in provincial and municipal police.
Additionally, it is based on theoretical grounds of the building of a contingent of
officials responsible for party work in provincial and municipal police to draw
significant experiences and conclusions of theory and practice.
In addition, the thesis uses other methods such as modelisation, classification and
systemisation of scientific theories and forecasts, among others.
5. New scientific contributions of the thesis
- The thesis clarifies the concept of contents and manners of building a contingent
of officials specialised in party work in provincial and municipal police.
- The thesis recommends two key solutions to build a contingent of officials
specialised in party work in provincial and municipal police under the new
circumstance, that is: To renovate the organisational model of the advisory body on
party work in provincial and municipal police in association with the renewal of the
Party’s leadership mechanism for party and political work in the People’s Police; To
renovate the syllabus content, form and methods of training and fostering the contingent
of staff responsible for party work in provincial and municipal police.
6. Theoretical and practical significance of the thesis
- The thesis contributes to clarifying theoretical issues of the building of a
contingent of officials specialised in party work in provincial and municipal police.

- The research results of the thesis can be used as a reference for the Central
Police Party Committee, the Ministry of Public Security and Party Committee of
provincial and municipal police to use in the building of a contingent of officials
responsible for party work within their level. Furthermore, the thesis is possible to
provide theoretical grounds for the development of training syllabus and to be used as a
source of reference for the research, teaching and studying of the subject of Party
Building in People’s Police training schools.
7. Conclusion of the thesis
The thesis consists of the introduction, four chapters, 10 sections and conclusion,
a list of the PhD candidate’s published studies related to the topic of the thesis, a
reference list and appendix.
Chapter 1
GENERAL OVERVIEW OF STUDIES RELATED
TO THE TOPIC OF THE THESIS
1.1. FOREIGN STUDIES
The thesis provides a general overview of contents of some foreign studies related
to the topic of the thesis based on four aspects: studies on specialised officials, officials
specialised in party work; studies on the position and role of officials and officials
responsible for party work; studies on the qualification and capacity of officials
specialised in party work; studies of contents and duties of the building of a contingent of
officials specialised in party work. The study results of these studies were employed and
inheritted by the PhD candidate in realising objectives and duties set out for the thesis.
1.2. DOMESTIC STUDIES
The thesis provides a general overview of contents of some domestic studies
related to the research area of the thesis, which is also divided into four aspects: studies
on specialised officials and officials specialised in party work; studies on the
qualification and capacity of officials specialised in party work; studies on the position
and role of officials and officials responsible for party work; studies on the contents and
duties of the building of a contingent of officials specialised in party work. Research
results of the studies show that there are many published scientific works studying the
issue of officials responsible for party work and building a contingent of officials
responsible for party work. The studies partly address fundamental theoretical and
practical issues of the building of a contingent of officials responsible for party work.
Nevertheless, the studies fail to clarify contents and manners of building a contingent of
officials in charge of party work. Of note, there are only a few works studying the
building of a contingent of officials specialised in party work in People’s Police, as well
as in provincial and municipal police. Therefore, the topic “Building a contingent of
officials specialised in party work among police forces in Central provinces and cities
at present” does not coincide with published works.
1.3. ISSUES NEED FURTHER STUDY BY THE THESIS
First, to analyse and clarify the concept of officials specialised in party work in
People’s Police.

Second, to define characteristics and to formulate criteria of officials specialised
in party work in provincial and municipal police.
Third, to analyse and assess the reality of the contingent of officials specialised in
party work and the building of a contingent of officials specialised in party work in
provincial and municipal police over the past time, through which drawing experiences
for the building of this contingent.
Fourth, to study and clarify affecting factors, and to recommend objectives,
orietations and key solutions to the building of a contingent of officials specialised in
party work in provincial and municipal police that satisfy requirements and duties of
protecting national security as well as the duty of Party building in People’s Police in the
new era.
Chapter 2
BUILDING A CONTINGENT OF OFFICIALS SPECIALISED IN PARTY
WORK AMONG POLICE FORCES IN CENTRAL PROVINCES AND CITIES -
THEORETICAL AND PRACTICAL ISSUES
2.1. GENERAL OVERVIEW OF PROVINCIAL AND MUNICIPAL POLICE;

2.1.1. General overview of provincial and municipal police
2.1.1.1. Regarding apparatus organisation
The apparatus organisation of provincial and municipal police is composed of
security division, police and advisory staff, police force-building block, logistic and
technical forces. Among them, the Party Work and Public Work Division (PX16) is the
unit under the police force-building block and under the director of provincial and
municipal police.
2.1.1.2. Position, function, task and entitlement
