The nessesity of the thesis topic The history of human society in general movement towards progress, each phase motor and social development can follow different trends, but considering the same, are the ladder of social progress (SP). Social progress is evaluated through human development, the ability to meet the physical needs, the human spirit rising. However, in many countries, ethnic groups, not all human needs have been met by the level of economic development, due to the restriction by the political institutions, the existence of the conflicting points... in addition, in many countries the existing situation of inequality, poverty, epidemics, natural disasters, economic crises... Therefore, to meet the physical needs, mentally, to ensure the harmonious development of the SP still restricted to varying degrees. To overcome these limitations, countries have used different ways to solve social issues, including social security (social security) is considered as the basic way of contributing to the development development and SP. Social Security is considered a "rack", a "safety net" to enhance the ability to prevent, resist, mitigate and overcome the risks encountered in life, guaranteed to individuals, the social class conditions, development opportunities. Vietnam is a developing country with the conditions and circumstances are more specific factors. Vietnam country has overcome the consequences of the war lasts, is in a phase of transition to socialism (socialism)... After 30 years of innovation, the development of market economy socialist orientation that have brought about profound changes in economic - social. Economic growth, economic structural shift towards progress, per capita income advanced a day, material life and spirit of the people has improved markedly. However, due to a low base, by the impact of the market economy, international economic integration and other reasons, many new social problems arise complexity. Status between the rich and poor, disparities in income, generate income gap widening, as the seeds of social unrest. The process of economic restructuring led to millions of landless agricultural workers, migration from rural to urban areas seeking employment and to accept life full of risks and uncertainties. Risk of unemployment, sickness, illness is threatening a division workers, especially rural labors. Moreover, 4 climate change has a negative impact on economic development - society of Vietnam, such as drought, desertification, agriculture, erosion of the sea; salinity, flood, flash flood, etc .. vulnerable groups, vulnerable to social assistance is still very large. Therefore, the construction of social security system suitable, Invalids and Social Affairs is contributing to significant problems theoretical and practical imperative. Entered a period of positive and proactive international integration, together with economic growth, social security systems are increasingly uniform, complete with non- stop coverage is expanded. Social Security has helped disadvantaged groups, vulnerable in society has been more stable life, better solve their problems. In terms of SP, Vietnam international community is considered one of the most successful countries in the implementation of the Millennium Development goals on poverty reduction and addressing social issues, contributing to SP . However, the country's economic conditions still tight, awareness building of social security system is still limited, with low levels of support and failing to meet the requirements; Social security systems are in the process of formation, many problems require research, and perfect complement to the system of social security... in Vietnam to better promote its role for SP. Stemming from the above requirements, the breeder issue "The role of social security for social progress in Vietnam today" do research content in his thesis. 2. Purposes and missions of the thesis 2.1. Purpose Based on analysis of a number of theoretical issues about the role of social security for SP and assessing the situation on the role of social security in Vietnam SP in recent years, the thesis proposed solutions to promote basic the role of social security in our country for the current SP. 2.2. Chapter 1 LITERATURE REVIEW 1.1. THE WORK ON SOCIAL SECURITY, SOCIAL PROGRESS AND THE ROLE OF SOCIAL SECURITY FOR SOCIAL PROGRESS 1.1.1.
